Introduction
Goodwill Industries of Northwest North Carolina, Inc. (Goodwill) is requesting proposals to conduct and
analyze multiple needs assessments for the northwest North Carolina geographic area that will facilitate
driving innovative change strategies that align with Goodwill’s mission. The focus of the future strategies
will create collaborative impact and identify a minimum of three change elements for creating equity
and access to economic mobility. Goodwill has received a financial gift that will assist in leveraging and
supporting transformational impact by addressing both short-term and long-term steps. The
assessment will include reviewing existing information and conducting additional assessments with
employees and multiple levels and types of stakeholders. The selected consultant will provide Goodwill
with ongoing updates and a final project that includes the results and analysis of all assessments and
recommendations.
Purpose
The purpose of this Request for Proposals (RFP) is to select a qualified consultant that has significant
experience in the area of identifying and analyzing community needs. Other qualifications include
experience with mission-focused human services organizations, access to tools for assessments, strong
references, and the ability to provide prior relevant work samples. The final product will include specific
recommendations and analysis to be shared with members of Goodwill’s Executive Team and Board of
Directors.
About Goodwill
Goodwill Industries of Northwest North Carolina, Inc. was founded in 1926 by Centenary United
Methodist Church in Winston-Salem to provide a means of employment for the community’s residents
with disabilities. Clothing and other items were gathered from community members and then repaired
and sold by citizens with disabilities. Over time, Goodwill expanded its mission to include individuals
with socioeconomic barriers to employment. The philosophy of “a hand-up, not a hand-out” was the
impetus for the founding of Goodwill and the organization remains committed to that concept today.
Today, Goodwill serves approximately 30,000 persons annually with an additional 20,000 persons served
annually by affiliate organizations NCWorks and Crosby Scholars Community Partnership. Goodwill
operates 50 stores with $72.3 million in annual revenue and employs 1,100 people. Strategic
partnerships with like-minded organizations have facilitated growth in Goodwill’s mission services to
meet the needs of the communities it serves.

globally for efficient retail operations and a focus on bottom-line results which maximize the financial
support for Goodwill’s mission; enable the organization to invest in its people, facilities, programs, and

Project Description
Project Goals
The goals of the project are to identify needs and strategies that support Goodwill’s mission, accelerate
impact, and provide collaborative frameworks for change.
• Provide measurable milestones for the top three elements of change for economic mobility for
identified communities
• Develop interdependent short-term plans (approximately one to two-years) and long-term plans
(2030 plan)
• Reduce the systemic structures of social inequity in education and employment
• Build on the power of Goodwill’s mission and philosophy of service
• Create collaboration and alignment of community partners around identified strategies
• Provide sustainable and replicable model(s) of change
Scope of Work
The Scope of Work is designed to achieve the goals outlined above and includes the following:
• Combine and analyze needs assessments from various stakeholders
• Conduct additional needs assessments to expand knowledge and inform project goals
